Council/Manager FormConcord Township is a Township of the second class as defined by the Pennsylvania legislature. In general, Townships of the second class were more rural and agricultural in character as compared with Townships of the first class. Other municipal classifications in the Commonwealth of Pennsylvania are boroughs, various classes of cities, one town and home rule charter municipalities. In 1976, Concord Township enlarged the membership of the Board of Supervisors from three to five members. All members are elected for six-year terms of office unless a vacancy is to be filled. Elected at large, Supervisors do not represent any specific geographic area and all registered voters participate in the election process. A Township manager ordinance was adopted in 1973 and has been in effect since that time. Hence the term Council/Manager form of government is applied to the type of local government utilized in Concord. The Manager is responsible for the day-to-day operation of the Township and to implement policy as established by the Board of Supervisors. Other elected positions include the Tax Collector (six-year term), three-member Board of Auditors (six-year terms) and Constable (four-year term). The District Justice is also an elected position for a six-year term of office.
